SoX Resampler

Alternative SoX Resampler using libsoxr.

Adjusted the safety checks introduced in 1.0.9, they accidentally blocked execution when CPU didn't support all vector instructions.
Added example string to special sample rate edit control to hint about syntax.
Extrapolation speed tweak, uses 50 ms extrapolation length at Medium and High qualities and 200 ms starting from Very High.

Supported systems: Windows 32-bit, Windows 64-bit.

Works with foobar2000 v1.6 and newer
