WASAPI shared output

Shared mode WASAPI output for Vista and newer Windows versions.
This component tries to provide smoother volume adjustment and seek/pause/stop transitions than existing outputs.
Current version: 0.6.24, released on 2024-03-30

Fixed latency reporting. The new API wants latency in samples so it needed converting from playback rate to source rate to match expected duration.
Supported processor architectures: x86 32-bit, x86 64-bit.
Works with foobar2000 v1.6 and newer
